Camp Bird Mine,Permit No.M-1982-090 <br /> Description of Technical Revision No.6 <br /> Background <br /> The former owner and permittee of the Camp Bird Mine(Permit No. M-1982-090), Camp Bird Colorado, <br /> Inc. (CBCI), filed for bankruptcy in December 2014. As partial satisfaction of certain claims of the <br /> United Sates against CBCI,the mine was put up for sale in July 2017 with the condition that the <br /> successful purchaser enter into an Administrative Settlement Agreement and Order on Consent for <br /> Removal Action(AOC)(Attachment Al)with the U.S. Environmental Protection Agency(EPA)to <br /> address erosion and potential erosion of tailings per the Camp Bird Removal Action Work Plan <br /> (Attachment B')(Work Plan). The footprint of the Work Plan occurs both inside and outside of the mine <br /> permit boundary administered by the Division of Reclamation, Mining and Safety(Division). <br /> The Work Plan outlines 2 Phases distinguished by historic2 vs. modern3 tailings(Figure 1): <br /> • Phase 1: prevent erosion of historic tailings, including: <br /> o Task 1: Obtain armoring and capping materials from both inside and outside of the permit <br /> boundary to support Phase 1 Tasks 2-4. <br /> o Tasks 2-3: Stabilize upstream and downstream historic tailings;mostly outside of the <br /> permit boundary. <br /> o Task 4: Widen Imogene, Sneffels, and Canyon Creeks and armor the banks that are <br /> adjacent to tailings;both inside and outside of the permit boundary. <br /> • Phase 2:prevent runoff and wind erosion of the slopes of the modern tailings; which occur <br /> wholly within the permit boundary. <br /> On August 7,2017,the United States Bankruptcy Court,District of Utah determined Caldera Mineral <br /> Resources, LLC (Caldera)to be the successful purchaser of the mine, and on August 31, Caldera took title <br /> to the mine and ratified the AOC. <br /> Since August 2017, Caldera has been implementing Phase 1 Tasks 1-4, largely on a design/build basis, <br /> with EPA approved back-up,conceptual drawings that are subject to revision(Attachment C'). To date <br /> Phase 1 Task 2 has been completed and Tasks 1, 3 &4 are anticipated to be completed by the end of <br /> 2018. <br /> Under terms of the AOC,EPA has given Caldera the option to implement Phase 2 of the Work Plan <br /> through the Division's administration of the existing permit. Therefore,this Technical Revision(TR-06) <br /> details the Phase 2 work required under the Work Plan, and it serves as notice to EPA of Caldera's <br /> election to address the Phase 2 requirements through the Division. <br /> All work in Sneffels and Canyon Creeks along the toe of the modern tailings slope will be completed <br /> under EPA's administration as part of Phase 1 Task 4. <br /> 'Drawings prepared before and during the 2017 field season are included in Attachments A,B&C and do not <br /> depict the most recently revised phase boundaries. Refer to Figure 1 for the most recent phase boundaries. <br /> 2 The"historic tailings"are located along and above the right bank of Imogene and Canyon Creeks and primarily <br /> occur outside of the permit boundary. <br /> 3 The"modem tailings"are located above and on the left bank of Sneffels and Canyon Creeks. <br /> Page 1 of 4 <br />
