We would therefore like to request a meeting with you and
Mr. Waldron to more fully address your questions and possible concerns related to our proposed revisions
and also to clarify our responsibilities to your Division.
There seems to be a lot of confusion about the Sugar City facility, so I will explain what we are trying to
do. First, our process is very different than the previous operator's.
Second, the Sugar City Property is owned by Eagle Reclamation LLC, a Colorado Limited Liability
Company. Therefore, Eagle Reclamation will be the only operator at the site.
Third, what we are proposing for the Sugar City Facility has matured over the past year as we have
developed our process and nailed down what will be produced. Contrary to the previous operator, our
primary product will be glass castings and various amounts of metals as by-products
Eagle Reclamation has developed a proprietary process. Currently this process has been proven in the
laboratory. Eagle Reclamation therefore wishes to enlarge its process from a bench scale operation, into a
commercial facility. The Sugar City site will allow us to gain insight for a commercial facility.
In essence, the Sugar City facility will be a foundry, i.e. producing glass castings. Please note, it is not
Eagle Reclamation's intention to process ore. We plan to purchase briquette feedstock from a chemical
company. The briquettes would then be delivered to the Sugar City foundry. The briquettes would be
placed in a furnace and melted down to make glass products. The composition of the briquettes will
include inert sand and clays, flux chemicals and a collector metal. The collector metal will collect any
amounts of metals that occur in the sand product. The collector metal will either be sold or further
processed by leaching to extract the other metals and recycle the collector metal.
In order to proceed with this revised approach, we want to discuss if DRMS permits are needed?
We very much appreciate your guidance as to how to proceed.
Respectfully, Patrick Maher
x
Managing Partner AlG
P" f & -
(Wally please contact me (HBI -1) concerning meeting date and time, thanks.)
RPM.1nc..22151 E.
