ZZCCMMCMX <br />January 25, 2018 <br />Amy Eschberger <br />Colorado Division of Reclamation Mining and Safety <br />1313 Sherman St, Rm 215 <br />Denver, CO 80203 <br />RE: Technical Revision 16 for Lyons Quarry Permit M-1977-208 <br />Ms. Eschberger, <br />With this letter, CEMEX is submitting Technical Revision 16 (TR -16) to the Lyons Quarry Permit No. M- <br />1977-208. The purpose of TR -16 is to modify the approved reclamation seed mixtures. Post -mining land <br />use priorities and specific reclamation methods and goals are not affected by this revision. <br />The Lyons Quarry property is located in the grassland/foothills ecotone on the east side of the Rocky <br />Mountains in Boulder County, Colorado and ranges in elevation from 5,180 — 5,430 feet above sea level. <br />Currently, Exhibit E of the permit includes a dryland pasture seed mix and an irrigated pasture seed mix <br />both of which are composed entirely of cultivated varieties of European pasture grasses. While these <br />reclamation seed mixtures are successful at achieving vegetation cover and soil stabilization, they do not <br />promote a diverse reclaimed vegetation community. As reclamation practices have evolved over the <br />past several decades, native species diversity and continuity with surrounding native communities have <br />emerged as valuable reclamation goals, along with vegetation cover and erosion control. The proposed <br />seed mixtures presented in this TR are designed to meet this expanded goal. A field survey of adjacent <br />undisturbed native communities and reclaimed communities on the CEMEX properties was conducted <br />and an effort was made to use locally common native species in the proposed seed mixtures. <br />Based on the characteristics of the specific area being reclaimed at the Lyons Quarry, one of the <br />following seed mixtures will typically be used for seeding. <br />• Permanent Upland Seed Mixture—mixture of grasses, forbs, and shrubs to be used in most upland <br />reclamation areas. <br />• Permanent Grassland Seed Mixture — all grass species to be used in conjunction with patches of <br />the shrub/forb island seed mixture to create a diversity of habitats. <br />* Shrub/Farb Island Seed Mixture —forbs and shrubs to create islands of differing habitat within the <br />grassland community. <br />• Temporary Stabilization Seed Mixture — more aggressive grasses to be used to stabilize growth <br />media stockpiles or other areas that are anticipated to be re -disturbed. <br />M-1977-208 1 TR -16 <br />
