Short arm Certifications The previous permit allowed small short-term construction activities to be authorized for a predetermined period from 3 to 12 months, and then automatically expire (an inactivation request did not need to be submitted). The issuance of these certifications has led to .significant confusion and incidents of noncompliance resulting from permittees unintentionally letting their certifications expire prior to final stabilization, as well as issues regarding billing. Therefore, the provisions for short-term certifications have been deleted. T Bypass The Division has revised the Bypass conditions in PartII.A.5 of the permit to be consistent with the requirements ofRegzzlation 61.8(3)(i). The revised language addresses under what rare occurrences BMPs may be bypassed at a site.
