laws. <br />VII. Disposal of Excess Spoil <br />Mining in the Wolf Creek Area at the Seneca II Mine resulted in the generation of <br />excess spoil material. The Wolf Creek area is part of the lands transferred to the PSCM. <br />In 1986, the Division approved placement of excess spoil in an ephemeral drainage <br />adjacent to the initial box cut. Construction of the underdrain and placement of fill was <br />completed in August 1987. Final reclamation of the fill has been completed. <br />VIII. Backfilling and Grading <br />Details of the backfilling and grading plan, the schedule, and post mine topography are <br />located in Section 2.05.4(2)(c). The plan provides for reestablishment of a stable <br />postmining drainage system. The Division finds the plan adequate. <br />All areas affected on the Seneca II Mine that were transferred to the PSCM, except <br />those specifically exempted by the Division, were returned to approximate original <br />contour. This includes the drainage channels which were returned to approximate <br />original locations to help maintain appropriate downstream water rights. The spoil was <br />cast by dragline into the adjacent open pit and compacted by the reclamation equipment. <br />All spoils were graded, highwalls reduced and spoil piles and depressions eliminated <br />except those depressions that existed prior to mining. Cut and fill terraces were not <br />proposed at the Seneca II Mine. <br />IX. Revegetation <br />Information regarding revegetation practices and success criteria can be found in <br />Section 2.05.4(2) and Exhibit 2.04.10-E1. Baseline data was collected in 2008. <br />Baseline sampling was performed in accordance with the Regulations and was <br />discussed with the Division prior to data collection. The data are supplemented by data <br />from Seneca II and Yoast Mine permit applications, collected since 1987. <br />Seedbed preparation will include discing and/or contour ripping. Ripping will provide a <br />rough surface for holding the seed, promoting moisture retention and root penetration, <br />and for minimizing runoff until vegetation becomes established. Mulching, fertilizing, <br />or irrigation are not proposed. Disturbed areas will be seeded using drill, broadcast, <br />and/or hydromulch methods, depending on slope gradient. Exhibit 2.04.13-E1 lists seed <br />mixes used through the reclamation of the transferred land. Map 2.04.13-M1 delineates <br />and identifies seeding blocks along with locations of inter -seeding areas and <br />concentrated shrub establishment areas. <br />20 <br />
