land use, and a request for their retention was submitted by the landowner. <br />The roads will be reduced to a width of twenty feet, and the associated <br />disturbance will be reclaimed (4.03. 1 (1)(f)(ii)). <br />II. Support Facilities - Rule 4.04 <br />A. Support facilities used in conjunction with the PSCM include the following <br />structures: various buildings (office, security, storage, electrical parts, bath house, <br />pump house, vehicle shop, welding shop etc.), parking lot, fences, fuel tanks, lube <br />storage area, fuel and oil storage area, power lines, electrical substation, conveyors, <br />mine portal heaters, compressors, ventilation systems, water well, and material and <br />storage yards. All facilities will be constructed to prevent damage or disruption of <br />utility lines, water wells, railroads, and pipelines which may pass over, though, or <br />under the permit area. <br />III. Hydrologic Balance - Rule 4.05 <br />A. Water Quality Standards and Effluent Limitations <br />The Division proposes to grant a small area exemption from use of sediment <br />ponds due to the limited size of the area and due to the fact that ponds and <br />treatment facilities are not necessary for the drainage to meet the effluent <br />limitations of Rule 4.05.2 and applicable State and Federal water quality <br />standards for receiving streams and also due to the fact that no mixing of <br />surface drainage with a discharge from underground workings will occur. The <br />three small areas to be exempted are located on the north side of road A. They <br />are the office area and two warehouse/boneyard areas (4.05.2(3)(b)(i)). <br />B. Diversions and Conveyance of Overland Flow <br />Twenty three permanent postmine drainages have been constructed on the <br />reclaimed Seneca II Mine. The channels are in various stages of bond release <br />and have been constructed to their approximate original natural pattern for <br />minimizing erosion, conserving soil moisture and promoting vegetation. <br />Channel SCIIPM-1, the inlet to Pond 002, is a permanent channel draining a <br />watershed greater than one square mile and is designed for a 100 year, 24 hr <br />storm event. <br />Thirteen permanent stock ponds are on the reclaimed lands of Seneca II Mine <br />that were transferred to the PSCM permit. These were approved with TR35 to <br />the Seneca II Mine permit. <br />15 <br />
