Summary <br />The Review Process <br />Initiation of Renewal <br />The Division of Reclamation, Mining and Safety (Division) notified Peabody Sage Creek <br />Mining, LLC. on November 23rd, 2014 that the existing Permit for the Sage Creek Mine would <br />expire on August 20, 2015. PSC responded on January 27, 2015 with an application for permit <br />renewal. The Division deemed the Application complete on February 3, 2015. <br />Public Notice <br />Public notice of submittal of the Application was published four times in The Steamboat Pilot <br />between November 26, 2017 and December 17, 2017. Notice that the Application was <br />considered complete for the purposes of filing was provided by the Division, in accordance with <br />Title 34, Article 33, Section 118, Paragraph 3, of the Colorado Revised Statutes. <br />No objections regarding the application were received. <br />Application Reviews and Responses <br />The Application was reviewed for adequacy, and the Division identified twenty-eight items <br />requiring update or clarification in a letter to PSC (dated April 3, 2015). PSC provided <br />acceptable responses to all items on November 30, 2017. <br />The Office of Surface Mining's Applicant Violator System (AVS) was queried on March 27, <br />2015 and the recommendation of the system was to provide ownership and control updates. A <br />follow-up AVS query was conducted on January 24th, 2017 and resulted in a recommendation to <br />issue this RN -1 renewal. <br />Description of the Mine <br />The Peabody Sage Creek Mine (PSCM) is an underground mine located in Routt County, <br />approximately 9 miles southeast of the town of Hayden, Colorado. The Peabody Sage Creek <br />Mine is currently in temporary cessation status. When the mine was established it utilized <br />continuous miners for entry and development work. The permit area encompasses approximately <br />10,164 acres of which 1,766.4 acres were previously disturbed and portions reclaimed by Seneca <br />Coal Company (SCC) under the Seneca II Mine (CDRMS permit C- 1980 -005). With the <br />reduction in the proposed disturbance acreage associated with the approval of MR -13, the total <br />disturbance acreage is 146.41 acres (79.56 acres of previous permanent program disturbance that <br />had been bond released and will be re -disturbed, 52.6 acres of new disturbance under the original <br />permit submittal, and 14.25 acres of new disturbance associated with revisions subsequent to the <br />original permit submittal). <br />2 <br />
