PERMIT #: M-2011-034 <br />INSPECTOR'S INITIALS: SJM <br />INSPECTION DATE: January 17, 2018 <br />OBSERVATIONS <br />This was a routine inspection performed by the Division as part of its monitoring of Construction Materials <br />110c permits. The operator of the Pepper Pit, M-2011-034, Mr. James Cooley, was present and there was no <br />activity at the site during the inspection. <br />The site is being excavated to create a recharge pit for the landowner/farmer. The site occupies an unirrigated <br />field corner adjacent to a county road. There is no entrance gate and the site was accessible. There was no <br />equipment at the site except a 30 -foot flatbed trailer. Most of the site has been excavated to a depth of about <br />2 to 3 feet. There was a 500 -cu yd stockpile of crushed gravel, and smaller piles of pitrun, "potato rock," and <br />soil. A smaller area on the east -central part of the site does not appear to have been excavated yet. The pit <br />may be excavated considerably deeper if additional capacity for the pond is desired. <br />There is no fuel being stored on site. A screener and Crusher were on site. The highwall is currently at 6-7feet <br />in depth. The permit boundary is delineated by fences and a berm. <br />Topsoil was stripped from the affected area and a low -profile topsoil berm was constructed around the entire <br />pit perimeter. The berm will function to help contain the (post -mining) recharge water that will occasionally <br />fill the pit. The berm therefore is to remain as a permanent structure, according to the plan. It can also be <br />considered to be the operator's method of marking the permit boundary. <br />The post mining land use is approved as Developed Water Resource, in which the site will be a recharge pond <br />for irrigation.
