The inspection was <br />conducted by Harry Ranney of the Division of Reclamation, Mining and Safety (the Division). No company <br />representative was present for the inspection. The weather was clear with a temperature of 43 degrees farenheight. <br />The ground conditions were mostly dry with some snow in places. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> There are two ponds at the West Mine: the WS -1 Pond and the WS-2 Pond (Photo 1). Both of the ponds <br />were dry during the inspection. There was a small amount of snow left on the north side of the embankments. <br />The embankments were well vegetated and stable. There were no indications of erosion. <br /> <br />Five ponds at the East Mine were reclaimed in the fall of 2017: the Waste Pile Pond and Binwall Ponds 1 through <br />4 (Photo 2: ponds 1 and 2, Photo 3: ponds 3 and 4). The drainage at the Waste Pile Pond was reestablished and <br />lined with large rocks to help stabilize the channel. The channel was dry during the inspection. There w as not any <br />debris observed. The channel is establishing well and there were no indications of erosion or side cutting of the <br />channel. The recontoured pond site was stable and there were no erosional features identified. The silt fence and <br />berms were intact and capable of functioning as designed. Binwall Pond 1 was regraded to blend the pond into the <br />surrounding hillslopes. The regraded areas were stable and there was no evidence of erosion. The bottom <br />contours of the pond were graded to reestablish the natural drainage. The channel was stable and clear. There was <br />not any side cutting or erosional features identified. The Binwall Pond 2 reclamation site was stable. The <br />recontoured hillslopes had no indications of erosion. The reestablished channel was in good condition. There <br />were no areas where water had side cut the channel. Binwall Pond 3’s reclaimed hill slopes were stable. There <br />was no evidence of erosion at the site. The reestablished drainage channel was clear of debris and in good repair. <br />There were no areas where the channel had been side cut. The reclaimed areas at Binwall Pond 4 were in good <br />condition. The reclaimed hillslopes were stable and there were no indications of erosion. The reestablished
