2.05.4 Reclamation Plan <br />o Pre -Mining Topography Steep Slope <br />o Post -Mining Topography <br />o Topsoil Placement and Seedbed Preparation <br />o Mulching and Seeding Procedures <br />o Revegetation and Evaluation of Revegetation <br />o Hydrologic Restoration <br />o Reclamation Schedule and Costs <br />o Abandonment <br />The mine bench area will not be returned to approximate original contours <br />(AOC). The mine bench area was disturbed prior to the enactment of the <br />Surface Mining Law under the authority of an approved USGS exploration <br />plan. There is no record of the pre -mining topography. In response to <br />Stipulation #11 of the July 5, 1985 permit approval, the Applicant contracted <br />with Air Photo Surveys and Global Engineering, Inc.. to prepare a map of <br />pre -mining topography. The basis of mapping was a pair of stereo aerial <br />photographs taken for the USGS on July 2, 1967. The photos were taken <br />prior to any mining activity and are at a scale of 1:10,000. Because of the <br />small scale of the photos, expansion to a scale of 1 inch equals 400 feet was <br />the largest possible and the resultant map is rough. To refine the <br />interpretation of the slopes on the map, the contractor used a parallax bar <br />and the original photos to determine the original slopes in the mine bench <br />area. <br />As shown on Figure 3.1-3 (Original Topography) the slopes on the ridges in <br />McClane Canyon are from 39 to 43 degrees. The slopes were measured on <br />the ridges because these would be the most level and measurements <br />perpendicular to the ridges would indicate steeper slopes. Therefore, the <br />mine site is located in an area which had steep slopes as defined in the <br />regulations of the Colorado Mined Land Reclamation Division. Because of <br />stability problems associated with reclamation of these slopes, the Applicant <br />requests a variance from the AOC regulations for the mine bench area. The <br />area will be reclaimed as shown on Figure 3.1-2. Rules 2.06.5(2) and 4.27.4 <br />require DRMS to make specific findings relative to this request for variance <br />from AOC.
