Tonya <br />Hammond of Snowcap Coal Company met the inspector at the former guardshack at the start of the inspection. <br />The mine is a reclaimed underground mine. As such,no mine personel remain on the permit area. SCC maintains <br />an office in Grand Junction. Tonya comes out from Grand Junction and accomapnies the inspector. <br /> <br />The weather was clear, dry and mild. The area has been extremely dry this winter, with few snowfall events. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> Records are stored at the office shared with J. E. Stover and Associates in Grand Junction. Records were <br />checked and found to be in compliance. “Availability of Records” form is attached to the back of this report. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Surface Water <br />Monitoring 4.05.13; Drainage – Acid and Toxic Materials 4.05.8; Stream Buffer Zones 4.05.18: <br /> The mine site has been very dry with small precipitation events. There is no evidence of recent runoff <br />events. <br /> <br />Outfall 016 was flowing. The gauge showed the discharge rate at approximately 260 gpm. The cooler <br />temperatures make the sulfur smell more noticeable. SCC collects water samples at this site as per the required <br />frequency. <br /> <br />ROADS – Rule 4.03 <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br /> Remaining access roads through the permit area remain in good repair. The reclaimed access road east of <br />the RDA remains stable. <br />
