Poudre Pits Combined SWSP January 16, 2018 <br />Plan IDs 3218, 3589 Ft 4585 Page 6 of 10 <br />calculated based upon a percentage of the actual monthly deliveries and winter return flows will be <br />calculated based upon the total deliveries from the previous irrigation season as decreed in case <br />no. 2008CW65. Of the 84 acres to be dried up under this SWSP, 58.2 acres (69.3%, equivalent to <br />4.85 shares) are located within Zone 2-A of the 2008CW65 decree and the remaining 25.8 acres <br />(30.7%, equivalent to 2.15 shares) are located within Zone 2-B of 2008CW65 decree (see Figure 1). <br />The decreed monthly return flow percentages for Zones 2-A and 2-13 are shown on attached Table 7, <br />columns 4 through 7. For this plan period, the total consumptive use attributable to the 7 shares <br />equals 96.19 acre-feet. <br />The 7 Whitney Ditch shares will be diverted at the Tigges farm headgate, delivered to the <br />mine site, measured, and returned directly to the Poudre River. The water will be measured <br />through a turnout in the Whitney Ditch equipped with a Parshall flume that is located above Lake <br />Shiloh (aka the Roberts Pit). The water delivered to the waste ditch (WDID 0302904) will flow <br />south directly to the river without passing through any ponds. All measurements must be made and <br />recorded to the satisfaction of the water commissioner. During months where the projected <br />diversions will exceed the mining and operational depletions and the monthly return flow <br />attributed to these shares, the excess water will be diverted into the unlined middle ponds on the <br />Tigges site where it will recharge the ground water and create lagged accretions. It is projected <br />that this will occur from April through September of this plan period with a net amount of 27.25 <br />acre-feet being recharged. Recharge is lagged to the river using the same parameters as the Tigges <br />depletions and will result in a lagged accretion of 23.74 acre-feet during this approval period (note <br />that this amount includes accretions from past deliveries to recharge). <br />The 7 Whitney Ditch shares are insufficient to provide replacement during the months of <br />January, February, June, and from September through December of 2018. To cover these months <br />the Applicant has obtained a lease with the Ground Water Management Subdistrict of the Central <br />Colorado Water Conservancy District ("Central") for 49.92 acre-feet of Central's fully consumable <br />storage and direct flow water rights in the Cache la Poudre basin. The term of the lease is January <br />1, 2018 through December 31, 2018. A copy of the signed lease, dated January 16, 2018, is <br />attached. Due to free river conditions that have occurred in the first half of January and are <br />expected to continue through the end of the month, the lease does not allocate any replacement <br />water to the month of January. Should replacement water be required during January 2018, the <br />Applicant is responsible for modifying their delivery schedule to ensure all depletions are replaced <br />in time, location, and amount. Central has water in storage in Siebring Reservoir (WDID 0303803), <br />83rd Avenue Reservoir (WDID 0303408), and La Poudre Reservoir (WDID 0303377). Siebring Reservoir <br />and 83rd Avenue Reservoir are located in Section 31, Township 6 North, Range 66 West of the 6th <br />P.M., across the Cache la Poudre River from the Firestein/Tigges pit (M-1996-060). La Poudre <br />Reservoir is located within the boundaries of La Poudre Aggregate Mine (M-1983-090) in Section 19, <br />Township 6 North, Range 67 West of the 6" P.M. If the Whitney Ditch or B.H. Eaton Ditch are <br />sweeping the river, Central lease water from La Poudre Reservoir can only be used to cover the <br />depletions from the La Poudre and North La Poudre Pits and the Central lease water from Siebring <br />Reservoir and 83rd Avenue Reservoir can only be used to replace depletions from the <br />Firestein/Tigges site. <br />Conveyance loss for delivery of the augmentation water referenced above is subject to <br />assessment and modification as determined by the division engineer. <br />Office of the State Engineer <br />1313 Sherman Street, Room 821, Denver, CO 80203 P 303.866.3581 <br />www. water. state. co. us <br />
