Section B <br />The following findings and specific approvals are required by Rule 4 <br />I. Roads - Rule 4.03 <br />The Yoast Mine will utilize three types of roads within the permit area. Haul roads, <br />which consist of Roads A, B, C, D, and B Extension, were used to haul coal from the <br />active pit and to the Hayden Station or Hayden Gulch Loadout (Road A). There is one <br />access road in the permit area, which was used to access the explosives storage area. A <br />number of light use roads are used to gain access to sediment ponds, topsoil stockpiles, <br />and monitoring locations. All roads within the permit boundary are depicted on Exhibit <br />12-1, "Operations Plan". Detailed information regarding road construction is located in <br />Tab 13 of the permit application. <br />The following findings applies to roads within the Yoast Mine permit area. <br />A. Haul Roads <br />Alternative criteria and specifications were used during the design of haul roads. <br />These criteria and specifications are proposed for approval by the Division <br />following an analytical demonstration that the roads will be environmentally <br />sound, that they will have a minimum static safety factor of 1.3, and that <br />reclamation can be achieved. The proposed criteria and specifications pertain to <br />portions of Haul Road D as shown on Exhibits 13-11.4 and 13-11.5. (4.03.1(1)(e)). <br />The Division has previously approved the retention of Haul Roads A and B <br />depicted on Exhibits 12-1, 13-10 and 13-11 since they are compatible with the <br />approved post -mining land use. A request for their retention was submitted by all <br />of the landowners. <br />The haul roads were reduced to a width of twenty feet and associated disturbance <br />was reclaimed. (4.03. 1 (1)(f)(i)). <br />II. Support Facilities - Rule 4.04 <br />Support facilities used in conjunction with the Yoast Mine included a coal stockpile <br />area, shop, warehouse, bath house, explosives storage magazines and bins, power lines <br />and a substation, and fuel storage tanks. All facilities were constructed to prevent <br />damage or disruption of utility lines, water wells, railroads, and pipelines which may <br />pass over, through, or under the permit area. All support facility structures have been <br />demolished with the exception of the power lines and substation, which have been <br />remained as permanent features. <br />III. Hydrologic Balance - Rule 4.05 <br />18 <br />
