December 11, 2017 <br />Division of Reclamation Mining and Safety <br />Room 215 <br />1313 Sherman St, Denver CO 80203 <br />Attn: Jim Stark <br />RE: Application for renewal of permit: C1981-038 (Bowie #1) <br />This letter is a comment about and objection to the above application for renewal. The <br />application does not give any of the information required to make an analysis of the reclamation <br />plan, timetable or Reclamation Cost Estimate (RCE) for Bowie #1. This letter also serves as a <br />formal request for information not included in the application (the application was reviewed by <br />me at the Paonia Public Library, 2 31° Street, Paonia, CO 81428 as the public notice suggested). <br />Per the application: "Each application for permit renewal must provide appropriate <br />information which minimally addresses each of the following requirements .The narrative <br />should describe the conditions which have been encountered during the previous permit <br />term and analyze how those conditions compare with those anticipated in the original <br />permit application. These narratives should be submitted as revised pages' <br />The information categories where the narratives and maps are referenced are only a listing of <br />what the renewal application should have supplied in detail—and so I have no information which <br />can be reviewed. <br />I am attaching a copy of the only reclamation plan for the Old Load Out area I have been able to <br />find under the original permit number. The only RCE I have available was done in February <br />2015 and should have been updated in 2017 (1 have attached a summary to show the line <br />items—although I have reviewed the detail).The detail in the RCE does not address some of <br />areas I consider critical. In particular I want to see a specific reclamation plan for the Farmers <br />Ditch, the Black Bridge Road realignment (in particular the metal plated undercrossing), the <br />trestle bridge across the North Fork of the Gunnison, the removal of the 46,000 volt overhead <br />line between Steven's Gulch and the sub -station at the Old Load Out, the clean- up /grading of <br />the old rail beds, and the cleanup and back filling of the remaining sediment ponds. The original <br />reclamation plan I have is vague on each of these issues. They are of particular importance to <br />the property owners within 1000 feet of the Old Load Out site on Highway 133 and the Steven's <br />Gulch metering point. <br />I write as one of the affected property owners who are concerned but want to work with Bowie to <br />develop a reasonable reclamation plan and timetable for implementation with as low a cost to <br />Bowie as is feasible. Once we have more information on what reclamation Bowie has <br />specifically performed already and what is specifically planned during the renewal period of 5 <br />years starting February 2018, 1 will review and comment.
