The plan is designed to create a vegetative cover <br /> that is at least equal in extent to the cover of the natural vegetation of the <br /> surrounding area. The use of species native to the area will be included. Since the <br /> intended use of the reclaimed land is dry land pasture, the land will be restored to <br /> slopes commensurate with such use. Seed will be drilled wherever possible. <br /> Where drilling is not possible, seed will be broadcast. The revegetation plan <br /> provides for the greatest probability of success in plant establishment and <br /> vegetative development by considering environmental factors such as seasonal <br /> patterns of precipitation, temperature and wind. Other factor s such as soil texture, <br /> fertility, slope stability and the direction in which slopes face, have been <br /> considered. Weed control is considered in the program. <br /> Revegetation Program. The topsoiling program discussed earlier and the <br /> revegetation program were devised from recommendations prepared by Mr. Mark <br /> Heifner based on his study of existing soil conditions and present vegetation , <br /> Exhibits I and J , respectively . <br /> The final land use will be dry land pasture because it is the most versatile end use <br /> for the multitude of future uses that could occur.
