EXHIBIT L RECLAMATION COSTS <br /> This reclamation cost estimate in based on the assumption that <br /> no more then 40 . 0 acres will need some form of reclamation at any <br /> one time . Of this 40 acres, approximately 30 . 0 acres would be <br /> stripped, active mining and processing areas and the remaining <br /> 10 . 0 acres would be, partially reclaimed area. This is based on <br /> a worse case scenario i .e . , at a time when the greatest area will <br /> need some form of reclamation as shown on Map Exhibit C-1 Mining <br /> Plan Map. The plan allows for 1000 linear feet of bank sloping <br /> to backfill grade the mining face from near vertical to 3h to lv <br /> as proposed in the Reclamation Plan. The mining face has 3 zones <br /> of which one, the sandstone layer (zone 2) <br /> The rock face in zone <br /> 2 will be backfilled against using material generated by mining <br /> (61 . 96 yd/ft) . The other 2 zones are unconsolidated material <br /> with the top most (zone 1) being topsoil and overburden and the <br /> clay layer (zone 3) . Zones 1 sloping will be done using a <br /> cut/fill (1 . 31 cy/lft) method where the upper part is dozed into <br /> the lower part . In zone 3 a backfill method (5 . 25 cy/lft) will <br /> be used by either pushing material up against the working face or <br /> backfilling against the face to create the 3h to lv slope . <br /> In Zone 1 the volume of dirt needed to do the cut/fill sloping <br /> is based on a depth of 9 feet or 1, 310 cyd/lft and in Zone 3 <br /> backfilling is based on a clay seam average depth of 10 feet or <br /> 5, 250 cyd. In Zone 2 the volume of fill needed will be 61, 960 <br /> yards on an average of 35 high backfill area. Included is a cost <br /> to place 6 inches of overburden root zone on the seedbed, 24, 200 <br /> yards, and replace an average of 3 inches of topsoil or 12 , 100 <br /> cubic yards of topsoil on the 30 acres disturbed. The <br /> revegetation cost figure includes fertilizer, grass seed, mulch <br /> and drilling costs . <br /> A 627C Cat motor scraper will be used to place the root zone, <br /> resoil the area and place backfill material in Zone 3 . A 140G <br /> Cat motor grader will be used to shape the seedbed, the slopes <br /> and the resoiled areas . We have included the cost to reduce the <br /> working face highwall using a D8U Cat dozer from near vertical to <br /> 3 : 1 if mining ends prematurely. The table below outlines the <br /> various areas of disturbance under this scenario.
