RECEIVED
DEC 18 2017
December 13,2017 D/VI
MINING,gND)S.4,, /ON
State of Colorado Via email. DMG_web@state.co.us AFETY
Division of Reclamation Mining and Safety
1313 Sherman Street, Room 215
Denver, CO 80203
Re: Transit Mix Concrete Application for aggregate quarry
Southwestern El Paso County, Colorado.
To Whom It May Concern:
I am writing on behalf of the Colwado Mountain Reclamation Foundation(CMRF)as
past president and director ' uppo f Transit Mix/Castle Concrete's application for a
new aggregate quarry in El Paso ounty. CMRF was a public/private partnership created
in 1994 from a City/County Advisory Committee study to implement enhanced
reclamation and community vision for the Snyder, Queens Canyon and Pikeview quarries
in El Paso County. The partnership between Transit Mix and a board of concerned
citizens developed and implemented the successful reclamation of the Queens Canyon
quarry scar and oversaw reclamation on Snyder and Pikeview.
CMRF was a community-wide organization funded and endorsed by the State, County,
City and the public to reclaim the mining scars beyond state required base reclamation on
Transit Mix/Castle Concrete properties. Transit Mix/Castle Concrete was a partner and
major supporter providing financing, equipment, labor and in-kind contributions to
underwrite the CMRF's work on the quarries. The Queen Canyon quarry reclamation is
now complete and the site was turned over to the US Forest Service in 2004. The most
noteworthy aspect of the Transmit Mix and CMRF's joint efforts was the eventual
transformation of the community's attitude toward the quarries. Transit Mix/Castle
Concrete transitioned from being the "bad guy"to being recognized as a partner in
restoring our community's scenic mountain backdrop.
I have not studied in detail Transit Mix's Application for a new quarry in El Paso County;
However, I can vouch on behalf of CMRF for Transit Mix's attentiveness to neighbor's
issues, safe environmental business practices and their interest in the well being of the
Colorado Springs Community at large.
I have been publicly involved in Front Range protection since serving on Governor
Romer's Colorado Commission on Mountain Scars in 1989.
Thank you for your consideration.....
3760 Camels View
Colorado Springs, CO 80904
