PERMIT #: M-2017-036 <br />INSPECTOR'S INITIALS: JLE <br />INSPECTION DATE: November 22, 2017 <br />OBSERVATIONS <br />This was a pre-operation inspection of the proposed mining operation known as the Knox Pit. Loveland <br />Ready -Mix Concrete, Inc. (LRM) submitted a 112c reclamation permit application for the site on September 7, <br />2017. The application was considered complete and filed for review on September 18, 2017. The proposed <br />permit area for the site is 127 acres located within the un -incorporate town of Laporte, Colorado in Larimer <br />County. In accordance with Rule 3.2(7), all operations applying for a regular permit shall be inspected after <br />the application is filed and prior to Board consideration. I, Jared Ebert with the Colorado Division of <br />Reclamation, Mining and Safety (Division or DRMS) conducted the inspection. Mrs. Stephanie Fancher-English <br />with LRM accompanied me during the inspection. <br />Two public notice signs were posted at the two entrances to the proposed permit area in accordance with <br />Rule 1.6.2(1)(b). <br />The southwest corner of the site consists of an access road that leads to a silo used as a cell tower. A small <br />grove of trees are established in this area and amongst the trees there appears to be a corral and several <br />pieces of agricultural equipment. <br />The southwest quarter of the site is bisected by overhead powerlines and a small two track road that leads to <br />the Little Cache La Poudre Ditch. The majority of this quarter of the site is a gently sloping pasture that <br />appears to have been recently harvested or mowed. A portion of the Taylor and Gill Ditch is located within <br />the permit area on the west side of this parcel and runs along with western boundary. Also, there appears to <br />be a small lateral extending from the ditch to the east into the proposed permit area. This ditch is not <br />included in Exhibit S of the permit application, nor is it identified on the Exhibit C Maps. LRM will need to add <br />this structure to the Exhibit C maps in accordance with Rule 6.4.3. Adjustments to the mining and reclamation <br />plan may be necessary to account for this ditch. Also, LRM will need to provide the required documentation <br />for the Taylor and Gill Ditch required for Exhibit S in accordance with Rule 6.4.19. <br />The Little Cache La Poudre ditch nearly bisects the entire 127 acre site. This is an unlined ditch that runs from <br />west to east. Within the permit area there are four bridges over the ditch and a box culvert located within the <br />ditch. <br />The northwest and northeast quarters of the site are similar to the southwest quarter, consisting of recently <br />harvested or mowed pasture land. Cows were observed grazing within this area. Several barbed wire fences <br />split up this parcel. <br />The southeast quarter of the site consists of several homes and many Outbuildings/garages/barn type <br />structures that are owned by LRM. Portions of this area is used as a horse pasture. The northern part of the <br />eastern half of this quarter appears to have been utilized as a storage area for various types of garbage, trash <br />and various types of debris. LRM has contracted with a neighbor to remove this debris. <br />Page 2 of 9 <br />
