<br />We have received your August 16, 2017 letter requesting the renewal of a substitute water
<br />supply plan (“SWSP”) for a sand and gravel mine pursuant to §37
<br />the Parkdale Project, operated by Front Range Aggregates, LLC (“Applicant
<br />December 5, 2017 correspondence and request, the SWSP approval dated November 17,
<br />2017 has been revised and is superseded by this approval.

<br />PLAN OPERATION
<br />
<br />The Parkdale Project is located approximately 12 miles west of
<br />of the Arkansas River, as shown on the attached Figure 1. The mining operation consists of
<br />sand and gravel production and a granite quarry operation, which will cause depletions to the
<br />Arkansas River due to evaporation and ope
<br />dewatering, dust control, and water retained in product hauled off site.
<br />
<br />Mining below the ground water table will continue during the period of this plan and may
<br />begin mining the granite reserve that exists
<br />below the ground water table will occur in a dewatered state. If mining occurs above the
<br />ground water table, dewatering will not be necessary. The DRMS permit reflects that mining
<br />will occur below the groundwater table, and the appropriate consumptive use percentages
<br />have been applied to the material mined below the groundwater table. Mining at the site is
<br />estimated to continue for approximately 15 years.
