Construction <br />The total disturbed area of the coal mine waste disposal area is approximately 25 <br />acres, including the required, stockpiles and sedimentation controls. The capacity of <br />the refuse disposal site is approximately 1,135,000 cubic yards. The pile should <br />have a life of one to two years based on average coal mine waste generated from the <br />preparation plant and the projected underground mining conditions. The maximum <br />height between the toe of the proposed fill and its ultimate top is approximately one - <br />hundred -twenty-two feet. <br />There will be two configurations permitted at gob pile #3, the operations phase and <br />the full build out phase. The current phase is the operations phase, the full build out <br />phase will be when the gob pile is expanded to the East into the footprint of the <br />current coverfill stockpile. The Operations configuration includes sedimentation <br />control structures at the coverfill & topsoil stockpiles that will remain in place until the <br />piles are depleted. As the gob pile expands, the permit will be revised accordingly to <br />remove, relocate or revise subsoil piles. <br />The first task of the construction of the coal mine waste disposal area will be the <br />modification of the sedimentation Pond J and the construction of collection and <br />diversion ditches. The second task will be the stripping of topsoil, removal of all <br />organic material and salvaging cover material. The third task will be the installation <br />the rock under -drain. <br />Approximately 2.4 feet of topsoil is available for salvage from the area to be disturbed <br />by the coal mine refuse disposal area and associated facilities. Approximately 5.0- <br />10.0 feet of cover material will be salvaged from the coal mine waste bank founding. <br />There will be four feet of material available to cover the pile (2.5 feet of cover and 1.5 <br />feet of topsoil). <br />The soil material exposed in the clearing and grubbing operations will be compacted <br />prior to material being placed. <br />The definition of a road under Rule 1.04 does not include routes of travel within or <br />adjacent to the immediate mining pit area or within spoil or coal mine waste disposal <br />areas. Therefore, no designed roads within or adjacent to the pit are required. <br />Volume XI <br />TR -105 - 4 - 09/15 <br />
