PERMIT#:M-1982-121 <br /> INSPECTOR'S INITIALS: ACY <br /> INSPECTION DATE: November 9,2017 <br /> OBSERVATIONS <br /> This inspection was conducted as part of the Colorado Division of Reclamation, Mining and Safety (Division) <br /> normal monitoring program. The Mid-Continent LST is a 112c permitted site that includes a total of 32.78 <br /> permitted acres. This site is located approximately 1.2 miles north of Glenwood Springs, Colorado and is <br /> accessed via the Transfer Trail Road. Currently the Division holds a Financial Warranty in the amount of <br /> $196,181 for this site. Amy Yeldell of the Division conducted the inspection and was accompanied by Bobby <br /> Wagner. <br /> This is the first inspection since RMR Aggregates, Inc. acquired the quarry. The majority of the inspection was <br /> spent discussing an overview of DRMS jurisdiction, revision types, laserfiche, inspections and bonding. <br /> The mine identification sign and some of the affected area boundary markers are in place. A new mine sign <br /> has been posted since the succession of operator approval. Markers on the southern permit boundary are in <br /> place. Markers along the north and east side remain inadequate. The operator has yet to comply with the <br /> commitment letter from the Division dated January 17, 2017. A final extension was granted, giving RMR until <br /> October 2, 2017. If the permit boundary is not delineated or the updated maps are not received by January 5, <br /> 2018, then the Division will move forward with enforcement actions. <br /> The remnants of the old scale and scale house have been removed. Likewise much of the scrap metal and <br /> other debris has been consolidated to the west side of the mill bench. The current scale being used is located <br /> adjacent to the office trailer on the mill bench. One fuel tank is located on the mill bench the other is on the <br /> production bench. Both of which are properly located within secondary containment. West of the mill building <br /> remains used as a laydown yard. Several pallets, a trailer, propane tanks and other debris are stored. This area <br /> should be kept orderly and all debris that will not be used for mining should be removed. <br /> There is excessive riling on the cut slopes adjacent to the laydown yard. It appears that all the sediment stays <br /> on the pad however this should be monitored. The slope would benefit from establishing desirable vegetation. <br /> Currently RMR is working with the BLM to submit a new plan of operations.The Division has instructed RMR <br /> to wait until both their BLM and county permits are in the final stages of approval before they submit an <br /> amendment to DRMS. <br /> Since the last inspection a large amount of material has been removed. All material has been removed from <br /> the existing benches and the site footprint remains the same. Mining will not progress further west at this <br /> time and no further work has been done on the third bench. The last blasting for the season has occurred and <br /> it was indicated that an exemption will not be requested this winter. During the inspection trucks were <br /> actively hauling material off site.The crusher was down as the belt was being replaced. <br /> Following the site inspection the Division met with the operator in town to go over their proposed expansion <br /> plan. Several options for transporting material were mentioned. If any significant improvements are <br /> necessary to transport material off-site all affected lands to support the operation shall be permitted. The <br /> Division was able to see the proposed mining phases and disturbed areas using Google Earth. There was <br /> discussions of how to operate as efficiently as possible in order to reduce the bonding liability without <br /> restricting production.
