RULE 4 PERFORMANCE STANDARDS <br /> RULE 4 PERFORMANCE STANDARDS <br /> 4.01 General Provisions <br /> 4.01.1 Scope and Objectives <br /> Rule 4 establishes the minimum environmental protection performance standards adopted and <br /> implemented under the Colorado regulatory program for surface coal mining and reclamation operations. <br /> Colowyo has included information within this Section to insure that surface mining activities are <br /> conducted in compliance with the performance standards and in a manner which maintains environmental <br /> values. <br /> 4.02 Signs and Markers <br /> 4.02.1 Specifications <br /> Colowyo has posted and will maintain all signs and markers required by this section. All of the signs are <br /> of uniform design and can be easily seen or read. The signs are made either of metal or wood; they are <br /> durable enough to withstand extreme climatic conditions that are inherent at the operations. The signs <br /> conform with local ordinances and codes. <br /> Colowyo will maintain signs and markers during the conduct of all activities to which they pertain. <br /> 4.02.2 Mine and Permit Identification Signs <br /> Appropriate signs identifying the mine area are displayed at all major point of access to the permit <br /> boundary from Highway 13/789 and Moffact County Roads 32 and 51. These signs indicate the name, <br /> business address, and telephone number of Colowyo and identification numbers of mining and <br /> reclamation permits. <br /> 4.02.3 Perimeter Markers <br /> The perimeter of the permit boundary is marked with metal signs and/or wire fencing where appropriate. <br /> Additional markers, if deemed necessary, include steel fence posts painted orange or capped with PVC <br /> caps painted orange. <br /> In 2014, working in cooperation with the Bureau of Land Management, Colowyo upgraded some existing <br /> grazing fences within the permit boundary, and installed new fences along several portion of the permit <br /> boundary south and west of the South Taylor Pit that were previously signed but not fenced. This <br /> collective effort allowed greater visibility of Colowyo's permit boundary, Colowyo private properties, <br /> and provided a greater public safety boundary on BLM lands adjacent to the active mining area. <br /> 4.02.4 Duration of Maintenance <br /> Colowyo will maintain signs and markers throughout the life of the operation or post new signs and <br /> markers as necessary. <br /> Rule 4 Performance Standards 4-1 Revision Date: 8/28/17 <br /> Revision No.: TR-115 <br />
