An Evaluation at <br />Property Owned by Mr. Michael Arnold Located in Delta County, Colorado <br />Dear Delta County Commissioners: <br />Elko Environmental Services (EES) would like to submit the following letter for the evaluation <br />and characterization of property and water resources that lie immediately down -gradient of a <br />proposed mine equipment salvage yard. Over the past 15 years EES has been consulting for Mr. <br />Arnold on his residential groundwater/drinking water resources and has assisted with the <br />sampling of Mr. Arnold's well. Recent results show that there is no present adverse <br />environmental impact to Mr. Arnold's source for drinking water and that this water meets or <br />exceeds all drinking water standards set by the State of Colorado and the Environmental <br />Protection Agency (EPA). The results of this testing are provided as Appendix A. <br />This letter is focused to address the specific issue of this proposal for storing, cleaning, and <br />recycling of abandoned and used mining equipment on the Bowie loadout parcel of land that lies <br />immediately up -gradient of the North Fork of the Gunnison River, the Farmer's Ditch and Mr. <br />Arnold's home, business and agricultural property. This work has been conducted by EES who <br />has a track record of working on surface and groundwater issues throughout the Western United <br />States. <br />While in this particular case there is an obvious source of pollutants that will potentially degrade <br />the local trout fishery, groundwater, drinking water and agricultural water sources, it appears that <br />not all parties involved understand the short and long-term implications for the local <br />communities of Delta County. <br />The porous substrate below the Bowie loadout site, adjacent to and directly above Mr. Arnold's <br />property, are composed of sands, gravels, cobbles and boulders. This substrate functions as a <br />hydraulic pathway carrying water and snowmelt to the well, springs and ponds on Mr. Arnold's <br />
