Cotter's commitment is also demonstrated by the ten-year lease, <br /> effective April 30, 2008, that Cotter entered into with the DOE for purposes of exploring for, <br /> developing, and mining uranium, vanadium, and associated minerals from the JD-6 Mine. <br /> See JD-6 Application Amendment, Appendix 1. Because the District Court stayed this lease <br /> in 2011, it is not close to expiring. Colorado Environmental Coalition, 819 F. Supp. 2d at <br /> 1224. Cotter has also paid substantial royalties to the DOE for the lease tract.
