B. The applicant has not submitted a plan for disposal, at the approved disposal area within <br />the permit boundary, of mine waste materials generated by activities outside the permit <br />boundary (4.10.1(2)). <br />C. The disposal area will be inspected on a regular basis by a qualified professional <br />engineer, experienced in construction of similar earth and waste structures (4.10.2(1)). <br />D. An alternative subdrainage system for the coal mine waste area has not been proposed. <br />The Division fords that the approved subdrainage system should ensure the applicable <br />static safety factor, stability of the fill, and protection of the surface and groundwaters <br />(4.10.3(5)). <br />E. The Division is not proposing to approve a variation in the requirements for maximum <br />allowable lift thickness and minimum required compaction (4.10.4(3)(a)). <br />IX. Coal Mine Waste <br />A. Non -coal waste willbe stored at designated locations at the mine site, then transported to <br />the Delta County landfill for proper disposal. <br />X. Backfilling and Grading <br />A. BRL will reclaim the mine site to achieve approximate original contour. All highwalls <br />will be eliminated during reclamation. BRL has not requested any variances regarding <br />backfilling and grading, nor are any approved with this decision document. <br />XI. Revegetation <br />Information regarding baseline vegetation studies may be found in Section 2.04. 10 of the permit. <br />Information regarding revegetation of disturbed areas may be found in Section 2.05.4 of the <br />permit. The goal of revegetation efforts at the Bowie No. 2 Mine is to reestablish a post -mining <br />land use of rangeland and wildlife habitat. Disturbed areas will be seeded with one of two seed <br />mixes, and straw mulch will be applied at a rate of 4000 pounds per acre. <br />A. The Division approved the use of introduced species in the reclamation seed mix. The <br />applicant has submitted information which shows that the introduced species are <br />desirable and necessary to achieve the approved post -mining land use and are not <br />poisonous or noxious (4.15.2(3)). However, the lists of introduced species for seed mix <br />no. 2, meadow, and for seed mix no. 3, upland, were revised in Permit Renewal No. 1. <br />Introduced species in the meadow seed mix include Poa pratensis (Kentucky bluegrass), <br />Medicago sativa (Alfalfa), Medicago officianlis (Yellow sweetclover), and Astragalus <br />cicer (Cicer milkvetch). Introduced species in the upland seed mix include Poa pratensis <br />(Kentucky bluegrass), Medicago sativa (Alfalfa), and Sanguisorbia minor (Small burnet). <br />B. The Division approved the use of straw mulch as a means to meet soil stabilization <br />requirements (4.15.4). <br />C. Methods to measure herbaceous cover and production, species diversity, and woody plant <br />density are discussed in 2.05.4(2)(c)(vi) of the Bowie No. 2 Mine permit application <br />document.
