Non -Federal Commercial Road Use Permit. A copy of MCC's existing Road Use Permit is <br />provided in Attachment 3. <br />3482.1(a)(3)(iv) - Narrative Description of Coal Exploration Methods <br />Phased Exploration Drilling Pro rg am <br />AL proposes a phased drilling program to accomplish a logical evaluation of the coal resources. <br />For Phase I, three holes are proposed to be drilled as identified on Table 1. These three holes, SST - <br />2, SST -4, and SST -7, are within the Lease Modification area of COC -1362 in the southern and <br />western portion of the project area. Site SST -2 will be accessed through MCC's private surface, <br />and site SST -7 will be accessed through the H. Grosse property using a Road Use agreement with <br />Mr. Grosse. Site SST -4 will be accessed from the north through the National Forest as authorized <br />by MCC's FS Road Use Permit. <br />Temporary roads and drill sites as required would be developed to drill these exploration holes. <br />Upon completion of drilling of the first three holes and review of the data, AL will determine if <br />drilling the remaining proposed exploration holes is warranted. If so, Phase II of exploration <br />drilling program described below will be conducted. If AL determines that further exploration <br />drilling is not warranted, then the temporary drill sites and access roads would be reclaimed. If <br />there is an interim of six months or more between planned drilling phases the temporary roads <br />would be pulled in to an 8'-10' width, and waterbars and other sediment control devices placed as <br />per FS direction. Culverts and other water control devices would be removed to allow natural flow <br />events to be unhindered. <br />For Phase II, AL will return to service any temporary roads that are needed and may have been <br />pulled in from the previous phase of the exploration program. The sites and access for SST -3 and <br />SST -8 within the Lease Modification area of COC -67232 will be developed. <br />If the results from Phase II of the exploration program continue to be favorable, several other sites <br />may be developed including but not limited to: SST -10, SST -9, SST -1, SST -6, and SST -5. <br />Table 1 identifies the sites, temporary access road lengths, and estimated disturbed acreage. <br />Pre -drilling Activities <br />Prior to any construction or drilling activities, an on-site inspection of proposed drill sites and <br />access routes will be conducted with representatives from appropriate regulatory agencies to <br />discuss site-specific concerns. <br />State, FS, and BLM regulatory personnel will be notified at least 48 hours before any construction <br />or drilling equipment is mobilized into the project areas. An authorized representative of the <br />applicant will supervise all construction and drilling activities. A copy of this exploration NOI <br />application and all pertinent permit documents will be available from the company representative <br />for inspection. Any proposed changes in the Exploration Plan after NOI acceptance will be <br />reviewed with the appropriate regulatory agencies before changes take effect. <br />Camp sites and/or staging areas to be used by the drilling contractor will be reviewed with and <br />approved by the FS District Ranger or authorized representative prior to use. These sites will be <br />used in a manner to minimize damage to the vegetation. Any surface disturbance resulting from <br />these sites will be reclaimed. <br />7 <br />
