19 November, 2017 C-1981-010/Trapper Mine RAR <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 3 <br />Number of Complete Inspections this Fiscal Year: 2 <br /> <br /> Page 2 of 8 <br /> <br />This was a complete inspection of the Trapper Mine; C1981010, operated by Trapper Mining <br />Inc. The inspection was conducted and the report prepared by me, Robin Reilley of the DRMS. <br />Graham Roberts, Trapper Mine representative was present throughout the inspection. Skies were <br />clear and temperatures ranged from 45-60 degrees Fahrenheit. A blast was observed. Recent <br />precipitation includes 0.54 inches of rain on 6 November and 0.13 inches of moisture from snow <br />on Tuesday 7 November. Roads were muddy due to the recent rain and snow causing portions of <br />the site to be inaccessible. Maintenance items from previous inspections had been adequately <br />addressed, with the exception of the repairs necessary for abraded culverts as listed below. <br /> <br />MAINTENANCE ITEMS: Culverts <br /> <br />The operator is developing mechanisms for the abraded culverts in the list below. Abatement <br />mechanisms, such as a plastic lining or plastic pipe inserts continue to be under consideration, <br />and TMI will keep DRMS informed of the final mechanism for having these issues resolved. <br /> <br />Culvert Maintenance Comments <br />GRS2 Culvert contains sediment. <br />A10 Culvert contains sediment. <br />SA7 Culvert bottom is perforated at discharge end <br />about 8 feet in. <br />SA4A <br />Water exiting culvert through bottom about 8 <br />feet back from discharge end causing channel <br />undercutting. <br />SA2 Water exiting culvert through bottom about 23 <br />feet back from discharge end. <br />AE11 Culvert requires lining <br /> <br />No maintenance issues presented themselves at the ponds visited during this inspection. <br /> <br />INSPECTION: <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> <br />Main haul roads were rutted and muddy due to recent precipitation. Ash and topsoil were being <br />hauled. Coal was again being excavated and hauled, as the power plant crusher was back on line. <br />One dragline, the Baby Doe was operating casting spoil. The two other draglines were idle at <br />the time of inspection. Overburden and topsoil placement was progressing adequately and as per <br />permit. Stripping and overburden removal is progressing east of the active pit near the Deacon <br />Jeffway and Deal ditches. No offsite hydrologic or air quality issues were observed at the time <br />of inspection. Powerline project (removal of old powerline) is nearly done and reclamation of <br />areas where poles were sited is underway. <br />
