N.
`x RECEIVED
AMERICAN NOV 0 8 20;7
GYPSUM
DIV
MININGAND SAFF
ITTIQN
November 7, 2017
Division of Reclamation, Mining and Safety
1313 Sherman Street
Room 215
Denver, Colorado 80203
Attn: Travis Marshall
The following letter is in response to the preliminary adequacy review for R-10. Updated
reclamation estimates are required to determine reclamation liability for the Lower ' at the Eagle-
Gypsum Mine, CDRMS Permit M-1984-041, in Eagle County. Separate correspondence from
Knight Piesold and Company is being forwarded directly, under American Gypsum cover letter, in
response to the preliminary and secondary adequacy review requests.
The proposed expansion and reclamation plan does not propose to disturb any additional
acres over the previously approved plan;therefore much of the existing reclamation liability should
be accurate and sufficient. In order to update the reclamation liability we assumed the"worst case"
reclamation scenario as a completely mined out Lower Pit as indicated in the West Pit Backfill &
Grading Plan - West Pit Expansion and Access Road Plan (Figure 4). We also assume that the
exhausted pit backfill, Northing 1,668,500 and north, will be sufficiently complete to allow for
grading, seeding and revegetation only. The reclamation liability should be updated as follows:
• An additional eight (8) acres of exposed highwall will require grading, seeding and
revegetation. The highwall was to remain indefinitely as part of the previous plan.
• An additional 308,600 Cubic Yards(CY)will be moved from the west dump site to
the pit utilizing an excavator/loader and truck. See West Pit Backfill&Grading Plan
(Figure 1) for location.
• An additional 400,000 CY will be dozed into the empty Lower pit from the east. The
access road will be completely removed from station 23+00 to 33+00 and the
completed reclamation area allowed to flow through into an existing drainage east of
the pit. See West Pit Expansion and Access Road Plan (Figure 4) for location
information.
The Lower pit area is dominated by high relief topography and exposed outcrops, creating
significant quantity updates from small design changes, and reclamation quantities should be
American Gypsum Company—740 Highway 6—PO BOX 980—Gypsum,CO 81637—Mine Office 970-524-7944—Plant 970-524-8103
12'
