COLORADO John W. Hickenlooper
Governor
Division of Water Resources
` Department of Natural Resources Robert Randall
Executive Director
Kevin G. Rein, P.E.
Director/State Engineer
Response to Reclamation Permit Release Request Consideration
DATE: November 14, 2017
TO: Eric C. Scott, Environmental Protection Specialist
CC: Division 1 Office, District 6 Water Commissioner
FROM: loana Comaniciu, P.E.
RE: Idaho Creek Resource Pit, File No. M-1991-123-SL02
Operator: William Kobobel (303) 591-0952
Sec. 20, Twp. 2 North, Rng. 68 West, 6th P.M., Weld County
COMMENTS:
William Kobobel has submitted a request for full reclamation responsibility release for the Idaho
Creek Resource Pit, Permit No. M-1991-123. Mining of the Idaho Creek Resource Pit resulted in the
creation of a lined reservoir known as: Kobobel CR5 Reservoir (WDID 0603378). The reservoir was
lined with a compacted clay liner. The liner for the reservoir was determined to meet the design
standards referenced in the August 1999 State Engineer Guidelines for Lining Criteria for Gravel
Pits, and was therefore approved on September 27, 2017.
The State Engineer's Office has no objection to the request for the full reclamation responsibility
release for the Idaho Creek Resource Pit. Water shall not be impounded in the reservoir except
pursuant to lawful diversions allowed by statute or decree. At all other times, all inflow of water
into the reservoir from any source, including precipitation and ground water inflows, shall be
removed by the applicant.
The applicant may contact the State Engineer's Office with any questions.
Office of the State Engineer
1313 Sherman Street, R4oin 821, Denver, CO 86203 P 303.866.3581
www. water. state.co. us
