Mike Peacock of Mountain Coal Company (MCC) accompanied the inspection. The weather was clear <br />and dry. The mine was active. <br /> <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> Records were available in Kathy Welt’s office. Details are given at the end of this report. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The water level in all sediment ponds was low. <br />Repair work to ditch D5E-31, described in the September inspection report, had not yet begun. <br />The sediment trap at the top of the armored ditch on the west side of the reclaimed slopes of the RPEE <br />was somewhat full and should be addressed by the surface maintenance crew before winter weather sets in. <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> At the time of the inspection the longwall was in panel E7, between cross cuts 45 and 46 on the head gate. <br />The continuous miners were at the eastern end of the Sunset Mains. <br />The following permitting actions were in progress: <br /> RN-7, which was found complete on February 1, 2016. The decision due date has been extended to <br />December 15, 2017. <br /> MR-426, adding a new culvert to divert the majority of flows out of ditch D5E-31 prior to the MSB slump <br />toe was submitted electronically the day before and a hardcopy provided prior to the field inspection.
