EXHIBIT E — RECLAMATION PLAN <br />The changes in the reclamation plan reflect the original permit application. Relevant information <br />regarding Exhibit E — Reclamation Plan, is discussed within the first adequacy review (8/30/1983) and <br />the second adequacy review (1/17/1983). These documents and the corresponding responses are <br />considered for this application amendment. <br />The following changes are proposed in order to continue to adhere to the Division of Reclamation <br />Mining and Safety's guidelines and finalize a close out of the mine permit. <br />Throughout the site there are land irregularities left from mining which have slopes greater than those <br />required for rangeland. Approximately 7 acres of land throughout the permit boundary will be regraded <br />to a 3H:1V slope. These slopes will meet the standard requirement for rangeland land use. Part of the <br />regarding will take place around various Xcel Energy power poles. During the mining time period, the <br />Xcel Energy power poles were turned into islands due to excavation around the poles. There was no <br />original structure agreement, which was cited in the May 2017 Inspection Report. Xcel is aware of the <br />proposed reclamation grading efforts and has formally approved the work. Refer to Exhibit S. There are <br />several small detention dams that do not store water but have historically served as flood attenuation to <br />residential properties located east of the permit. There is some minor grading work on slopes that will <br />be done, but the majority of the lands in these pond boundaries is fully vegetated and will not be <br />disturbed. Within the inspection report, the noted areas which needed regrading include: <br />• The northeastern portion of the permit area (location of three ponds). <br />• Large stock piles just west of ponds listed above. <br />• Three sediment ponds immediately east of the office space. <br />• Minor areas of grading along the access road located in the southern portion of the site. <br />There is approximately 160 acres within the pioneer parcel boundary which will need to be seeded. The <br />approved seed mixture and method will not be altered. The most recent discussed seed mixture to be <br />used is Buffalo Brand Sharp's Dryland Pasture Mix. This item is proposed in Technical Revision 3 dated <br />April 28, 2015. <br />The ponds located on the eastern portion of the site have been determined to be non jurisdictional by <br />the U.S. Army Corps of Engineers. To be in compliance with the DRMS, the ponds will be backfilled to at <br />least two feet above the groundwater surface. Existing stock piles on the site will be used to fill the piles. <br />All woody vegetation in the pond areas will be removed and offered to Pioneer Sand Gravel Company, <br />Inc to create mulch. Once complete, the grade will conform to the original natural drainage pattern and <br />if needed, any grade control structures will be put in place. <br />The Pioneer retail sales yard consists of roughly 20 acres. The most recent lease (dated 05/19/2014), <br />between the City of Arvada and Pioneer Sand Company, Inc. states that the sales yard, office and <br />parking area will expire on October 31, 2023. In order to finalize reclamation, a formal request of change <br />is land use is desired. The 20 acre piece will be designated as commercial / industrial in order for the 10 <br />year lease to continue. No further reclamation activities are planned for the Commercial area. Within <br />the 2013 lease, Exhibit H describes the 'Facilities to Remain on the Leased Property at the End of the <br />Lease' and can be used as reference for an end of lease agenda. The reclamation plan map (Exhibit F) <br />shows the sales yard and roadway to remain. <br />
