Tonya Hammond of Snowcap Coal <br />Company accompanied the inspection and assisted during the records check.The records were checked on 10/25, <br />while the mine site inspection occurred on 10/26/2017. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> Mine records were checked on 10/25 at the offices of J.E. Stover and associates. Mine records were found <br />to be in good order and up to date. Availability of Records form is attached at the end of this inspection report. <br /> <br />BACKFILL and GRADING – Rule 4.14 <br />Approximate Original Contour 4.14.2; Stabilization of Rills and Gullies 4.14.6: <br /> Very little reclaimed area remains within the permit area boundary. The regraded and reclaimed access <br />road to the borrow area south of the portals remain stable and adequately vegetated. <br /> <br />The approved repairs in Section 34 (TR69) have not commenced. No new disturbances have occurred since the <br />previous inspection. The reclaimed footprint of the conveyor crossing over the Colorado River remains in good <br />shape. There is evidence of minor trash dumping and a footpath down to the river in this small parcel, but overall <br />the parcel remains fine. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Stream Buffer Zones 4.05.18: <br /> There are no ponds or sediment traps remaining on the reclaimed mine. Runoff across the reclaimed areas <br />does not show evidence of eroding. The site appears stable and runoff on the site appears to be handled well <br />without concerns. <br /> <br />Outfall 016 was discharging at approximately 250 gpm. Snowcap Coal would like to make Outfall 002 a <br />permanent structure. Currently this outfall consists of piping and concrete manhole on the east bank of the <br />Colorado River. Outfall 002 provides a backup, should future concerns arise with Outfall 016.
