d. "the approximate date the proposed activity will commence and end,
however, such dates shall not be an enforceable condition;
Importation may begin any time after the TR approval date. Importation will
continue for the life of the mining operation. The importation of fill material will end
prior to the end of site reclamation and final grading.
e. "an explanation of how the backfilled site will result in a post-mining
configuration that is compatible with the approved post-mining land use; and
Imported fill will aid in achieving the approved post mining topography and in
bringing all site elevations, exterior to the basin created for Pond Two,to at least two
feet above the prevailing ground water elevation. No concrete or asphalt waste will
be disposed at the site.
f. "a general engineering plan stating how the material will be placed and
stabilized in a manner to avoid unacceptable settling and voids.
As currently approved, the post mining slopes will be 3H:1 V or less with a maximum
pond depth of 20 feet.
Placement of imported waste construction material on flat areas of the pit is intended
to raise the final topography to at least two feet above the prevailing ground water
elevation. The level or flat areas where imported construction waste may be placed
will not be compacted. This final layer of material will act as part of the plant growth
material and it will be seeded. It will therefore be managed as subsoil for placement
of topsoil.
Imported construction waste material intended to aid in achieving the final 3H:IV
slopes for the final Pond Two configuration will be graded in conformance with the
already approved reclamation plan. In other words, it will be no different than
placement of existing stockpiled overburden, intended for final reclamation.
Therefore, all imported construction waste material should result in stable
configurations.
3
