Tony Tennyson representing Tri-State <br />Generation and Transmission Association (Tri-State) and Kurtis Blunt representing Colowyo Coal Company <br />(Colowyo) accompained the inspection. The weather for inspection was clear and ground conditions were dry. <br />Tempeture during the inspection was around fifty five degrees fahrenheit. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9 ; Stream Buffer Zones 4.05.18: <br />Section 25 pond has been completed. The primary spillway has been fitted with a flume at the outlet point. The <br />emergency spillway has been cut in and armored with rip rap. Pond embankments have been seeded. The pond <br />held no water at the time of the inspection. <br /> <br />Both Section 36 and the Middle Pond were nearing completion at the time of the inspection. The pond both had <br />the emergency spillway staked for cutting but had not yet been c ompleted yet. Both ponds had minor cutting <br />observed at the inlet. <br /> <br />The Coal Stockpile Pond was completed. The embankments have been seeded. The spillway is cut and well <br />armored with rip rap. No issues were observed. <br /> <br />Silt fence and waddles were observed along all disturbed areas associated with the Collom Haul Road Project. No <br />signs of sediment leaving off -site was observed. <br /> <br />The Final East Pit Ditch was inspected. Reach 1 of the ditch has been reconstructed back to the approved design. <br />Additional clay like material was added to the reach along with the rip rap to help stabilize the channel.
