D. Sedimentation Ponds <br />Design criteria and specifications have been previously approved for use in design and <br />construction of the two sediment ponds at the King I Mine and the sediment pond at <br />the King II Mine. This approval is based on a thorough analytical demonstration by a <br />qualified professional engineer that the resulting sediment pond will be as <br />environmentally sound and structurally stable taking into consideration physical, <br />climatological and other characteristics of the site (4.05.6(11)). <br />E. Acid-forming and Toxic -forming Spoil <br />Based upon information provided by GCC, the Division does not anticipate that any <br />acid-forming or toxic -forming spoil will be encountered during the operation of the <br />King Coal Mine (4.05.8(3)). <br />F. Impoundments <br />With the exception of sedimentation ponds (discussed above), the applicant has not <br />proposed the design and construction of impoundments for the King Coal Mine <br />(4.05.9). <br />G. Surface and Ground Water Monitoring (4.05.13(1) and 4.05.13(2)) <br />Section 2.05.6 of the PAP lists the many parameters to be monitored in groundwater <br />and surface water, and Map King II -012 shows the locations of monitoring sites. <br />GCC will conduct monitoring of ground water in a manner approved by the <br />Division. Under the current plan (since TR -26), ground water is monitored in <br />four wells in the Hay Gulch alluvium: MW-HGA-4, which is upgradient of <br />King I; the Wiltse Well (near the King I entrance); a well upgradient of King II <br />and downgradient of King I; and a well downgradient of King IL With TR -26 <br />(issued November 2, 2016), four bedrock monitoring "clusters" were added to <br />the monitoring plan. Each cluster contains three wells: a well in the Cliff <br />House formation, a well in the "A" coal seam, and a well in the interburden <br />below the "A" seam. <br />2. GCC will conduct monitoring of surface water in a manner approved by the <br />Division. Surface water monitoring includes NPDES discharges at the three <br />ponds (which rarely, if ever, discharge) and at upstream and downstream <br />locations on Hay Gulch Ditch. <br />17 <br />
