2.04.6 (c) SWELL FACTORS <br />A comparison of the recent mapping information, as found in the respective Annual <br />Hydrology and Reclamation Reports, still suggests a near zero swell factor for the <br />compacted ash material used to fill "A" and "B" Pits. [The swell factor is computed by <br />plotting pit cross-sections on 100 foot intervals and determining the annual cut and fill <br />difference.] This is despite the use of various approved coal suppliers to the power facility <br />located in Golden, CO., and thus the varying characteristics of the ash. CEC has computed <br />a material deficit in "B" Pit ("A" Pit was closed and its reclamation concluded in 1999) of <br />797,240 BCY as of the end of 2008. The plan is to continue to make this deficit up through <br />continued ash disposal. Should events necessitate a change in this plan, proposals will be <br />communicated through the "Revision process", to include modification of the Reclamation <br />Contour and Drainage Plan Map (Appendix Q-1). <br />47 07/09 <br />
