This Reservoir is <br />located in the SEI /4 of the SEI /4 of Section 20 and the NEI /4 of the NEI /4 of Section 29, Township 2 North, <br />Range 68 West of the 6th P.M. and was mined under the Idaho Creek Resources Pit DRMS M-1991-123 (WDID <br />0606159)- The Reservoir was lined with a compacted clay liner. This compacted clay liner leak test commenced <br />on March 10, 2016 and concluded on June 8, 2016. A site inspection was performed by our office on May 4, 2016 <br />to review site conditions and discuss the leak test plan. <br />Your report dated September 18, 2017 provides the liner summary and leak test result. The test data provided <br />indicates that the Reservoir has been lined to the design standard referenced in the August 1999 State <br />Engineer Guidelines for Lining Criteria for Gravel Pits (1999 SEO Guidelines). Meeting the design standard <br />requires that during Reservoir operations all water inflows and outflows for the liner perimeter enclosed <br />area be accounted for on a monthly basis. <br />With this liner approval, the Kobobel CR5 Reservoir is now classified as a lined reservoir in accordance with the <br />1999 SEO Guidelines. Water shall not be impounded in the reservoir except pursuant to lawful diversions allowed <br />by statute or decree. At all other times, all inflow of water into the reservoir from any source, including <br />precipitation and ground water inflows shall be removed to prevent illegal storage of water.
