October 17, 2017 C-1996-083/Bowie No. 2 Mine CCW <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: 1 <br /> <br /> Page 5 of 7 <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> Gob Piles 1, 2/4 and 3 were inspected, details on each site are included below: <br /> <br />- Gob Piles 1 and 2/4: <br /> Gob Piles 1, and 2/4 are located to the north of Bowie Road and are all keyed together. Gob Pile 1 has been <br />covered with subsoil, topsoil and has been revegetated. The vegetative growth on pile 1 is well established and <br />has helped stabilize the pile. There were no erosional features on the pile. T he diversion ditches were clear of <br />debris and capable of functioning as designed. Gob Pile 2 and 4 have been partially covered by subsoil. The areas <br />that have had subsoil replaced are covered with volunteer vegetation. The vegetation has helped stabilize the piles <br />and prevented erosion on the face of the piles. No refuse has been placed on top of pile 2 since the September <br />2017 inspection. The top of the pile has been graded to create positive drainage and the top of the pile has been <br />compacted. There were no major rills forming on the top of the pile. There is an outlet located on the low point <br />on top of the pile that feed to a diversion ditch. The outlet was in good repair and capable of functioning as <br />designed. <br /> <br />- Gob Pile 3: <br /> No work was being conducted on Gob Pile 3 during the inspection. Work conducted on the pile since the <br />September 2017 inspection included the continuation of material being placed back in the west drying area. The <br />material was spread and compacted. Work on the pile will likely be suspended until the spring of 2018. The pile <br />was stable and there were no indications of erosion. There is a small seasonal seep above the east drying pile. The <br />seep was dry during the inspection. In the spring months, when the Fire Mountain Canal is full of water the seep <br />expresses itself. This area is a part of the subject matter for TR-114, which is currently under review by the <br />Division. The perimeter ditches for the gob pile were in good repair and capable of functioning as designed. <br /> <br />ROADS – Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br /> The Haul Road and access roads around the facilities area were inspected. The Haul Road is composed of <br />a paved section and an unpaved section. The paved portion was in good condition and no erosional issues were <br />noted. The ditches were clear of debris and functioning as designed. The unpaved portion of the Haul Road was <br />in good condition. There were a few minor ruts observed. The ruts were not significant enough to warrant repair. <br />The ditches were clear and capable of functioning as outlined in the permit. Access road s visited around the site <br />were in good condition and no issues were noted. <br /> <br />SUPPORT FACILITIES - Rule 4.04: <br /> During the inspection both port als benches were visited. The B Portals Bench is located below the D <br />Portals bench and the mine office. The B P ortals Bench was in good condition and some trash and debris were <br />being cleaned up at the time of the inspection. The perimeter ditches were clean and the berms were in good <br />repair. There were no off site impacts. The D Portals bench has the mine office, warehouse and shop located on
