Stover and Associates reflect the observations made by the Division during on-site <br />inspections. There was no waste coal placed on Gob Pile #2 during the 3'j quarter. Work was <br />being conducted at the west drying pile at Gob Pile #3. Material was removed from the drying <br />area and placed on top of pile #3. The material was then returned to the drying area and <br />compacted. During the Yd quarter no compaction tests were performed on the gob pile #2. Forty <br />one compaction tests were taken at Gob Pile #3 during the 3' quarter. The following is a <br />discussion of data from the Huddleston -Berry Engineering and Testing, LLC (HBET) reports on <br />Gob Pile Numbers 2 and 3 included with the quarterly monitoring report. There are three <br />inclinometers installed in the lowermost bench of Gob Pile #2. Measurements of these <br />inclinometers are taken quarterly. The P quarter results indicate that no significant movement <br />occurred. There are 5 vibrating wire piezometers (VWP) installed at Gob Pile #2 and 5 installed <br />at Gob Pile #3. The reports indicate that there has only been minor fluctuations in the values <br />recorded from the VWPs. The minor fluctuations are not believed to affect the stability of either <br />Gob Pile #2 or #3. The reports noted that there are no indications of instability at the gob piles. <br />It was noted that VWP-D, located at the east -central portion of Gob Pile #3 had increased by 1.7 <br />psi. HBET stated that the increase in pore pressure was reflective of the reclamation activities <br />occurring at pile #3 during the quarter. HBET also stated that the increase in pore pressure is not <br />a cause for concern with regard to the stability of Gob Pile #3. <br />A letter sent to Bowie Resources, LLC (BRL) on April 10, 2014 from the Division directed BRL <br />to increase the monitoring frequency from quarterly to monthly. In a letter dated April 11, 2014, <br />BRL committed to increasing the monitoring frequency. Monthly monitoring was conducted <br />through October of 2014 and an additional quarterly reading was taken on January 6, 2015. On <br />February 10, 2015 the Division approved BRL to monitor once per quarter through the I" quarter <br />of 2016. The Division will continue to review the quarterly data and determine if BRL should <br />return to monthly monitoring of VWP-06 and VWP-08. <br />This concludes the Division's review of the 3" Quarter 2017 Pond Inspection Report and the 3'd <br />Quarter 2017 Coal Waste Pile & Instrument Monitoring Report.
