The inspection was accompanied by Jeff <br />Dubert of BME. The longwall continues in panel LW-B14 and no coal trains were observed at the time of the <br />inspection. Currently, no revisions are under review by the Division. <br />AIR RESOURCE PROTECTION – Rule 4.17: <br /> <br />No fugitive dust was observed from disturbed areas during the inspection. Evidence of dust suppression on the <br />haul road was observed during the inspection. Jeff Dubert of BME noted that magnesium chloride had recently <br />been sprayed on the haul road. This occurs twice per year. No problems were noted. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage – Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> <br />The D-Seam dewatering pond system #2 ponds 5A, 3 and 4 of the Phase I construction have been completed, <br />including the discharge and flume of the finishing Pond 4. The ponds have been completed as designed with the <br />exception of slight modifications associated with Pond 5A. These modifications should be noted in as-built <br />designs. The modifications observed should not have an impact on the outflow design or a major deviation of the <br />holding capacity of the pond. No dewatering was in progress at Pond 5A. No problems were noted, with the <br />exception of the following: <br />- The northwest corner of the Pond 5A embankment has developed a small seep. There is not a constant fl ow <br />from the seep and no sediment was observed leaving through the seep. This area should be monitored to ensure <br />that the integrity of the embankment is not compromised.
