999
January 5, 2000 Tutuepo' "ate'1nr,
Consultants for t_and, Mineral and water BAN 0
Ms. Erica Crosby 11forr
Division of Minerals and Geology o1 Morals
1313 Sherman St., Room 215
Denver, Colorado 80203
RE: Adequacy letter dated December 16, 1999 regarding Technical Revision 002 to Hall
Irwin Construction Company Permit No. M-83-090
Dear Ms. Crosby:
Following a discussion with Jeff Gregg of Hall Irwin, here are responses to your individual
comments from December 16.
1. The'reclaimed ponds should be labeled from west to east on the north side of the river, 1, 5,
and 4,and on the south side of the riven from west to east,2 and 3. It is my understanding
that, there was a Technical Revision some years back to change the numbering on the original
1983 Reclamation Plan.
2. Hall Irwin commits to having a representative from Sinclair Pipeline Company present on
site during the spillway construction.
3. The 1998 flood inundated most of the three ponds on the north side of the river, however the
only evidence of significant damage occurred where flow was concentrated between ponds 5
and 4. This damage will be,mitigated and controlled in the future by the construction of a
spillway. All other locations where water enters and exits the ponds seem to be able to
withstand the erosional forces of the river and it is not thought that additional spillways are
necessary.
Please feel free to call if you have any questions or additional comments. Thanks.
Sincerely,
TUTTLE APPLEGATE, INC.
Dana Moore, EIT
CC, Jeff Gregg, Hall Irwin Construction Company
TA File#99-203
11990 Grant St. Suite 304 • Denver, CO 80233 5441 Boeing Drive. •Suite 200 • Loveland,CO 80536-8855
(303)452-6611 • Fax(3031 4;;9-27.r4 147fn dui-QAAA-a F,,;tarn%A11-,177
