The source submitted an O&M Plan for this unit on 12/5/2013 which was approved by the Division <br />on 12/11/2013. The O&M Plan includes that the source will perform inspections and maintenance <br />on the engine as recommended by the manufacturer. The source must also perform a visible <br />emissions check on the engine when operating and note any excess emissions and corrective action <br />taken. The source has not reported observing visible emissions from this relatively new engine. The <br />source is also required to maintain fuel supplier records, which were provided for this inspection. <br />The source is in compliance with all requirements of the Division -approved O&M Plan. <br />COMPLL4NCE TESTING AND SAMPLING <br />Initial Testing Requirements <br />14. The owner or operator shall demonstrate compliance with Condition 9, using EPA Method 9 to measure <br />opacity from the engine. The opacity shall be measured and interpreted as an average of the readings taken <br />over fifteen (15) second intervals for a total of six (6) minutes. (Reference: Regulation No. 1, Section II.A.1 <br />& 4) <br />The source performed the required initial opacity testing and provided these records prior to the <br />Division's enforcement unit signing off on the Initial Approval permit on 3/6/2014. The source is in <br />compliance with this condition. <br />Periodic Testing Requirements <br />15. No periodic testing is required for this source. <br />No action required by the source. Source is in compliance. <br />ADDITIONAL REQUIREMENTS <br />16. A revised Air Pollutant Emission Notice (APEN) shall be filed: (Reference: Regulation No. 3, Part A, II.C) <br />a. Annually whenever a significant increase in emissions occurs as follows: <br />For any criteria pollutant: <br />For sources emitting less than 100 tons per year of a criteria pollutant, a change in annual actual <br />emissions of five (5) tons per year or more, above the level reported on the last APEN; or <br />For volatile organic compounds (VOC) and nitrogen oxides sources (NOX) in ozone nonattainment <br />areas emitting less than one hundred tons of VOC or NOX per year, a change in annual actual <br />emissions of one (1) ton per year or more or five percent, whichever is greater, above the level <br />reported on the last APEN; or <br />For sources emitting 100 tons per year or more of a criteria pollutant, a change in annual actual <br />emissions of five percent or fifty (50) tons per year or more, whichever is less, above the level <br />reported on the last APEN submitted; or <br />For sources emitting any amount of lead, a change in actual emissions of fifty (50) pounds of lead <br />above the level reported on the last APEN submitted. <br />For any non -criteria reportable pollutant: <br />If the emissions increase by 50% or five (5) tons per year, whichever is less, above the level reported <br />on the last APEN submitted to the Division. <br />b. Whenever there is a change in the owner or operator of any facility, process, or activity; or <br />Whenever new control equipment is installed, or whenever a different type of control equipment <br />replaces an existing type of control equipment; or <br />d.
