The control plan is an attachment on the actual permit, but has been inserted <br />below for reference in this report: <br />Control Measures <br />Phased reclamation and rehabilitation, specified in Permit No. C-80-007 issued by <br />Colorado Division of Reclamation, Mining, and Safety, shall be implemented to <br />minimize emissions of fugitive particulate matter emissions. <br />The source appears to be sequentially reclaiming refuse areas (including <br />building the prep plant on a previous coal refuse pile), and has recently <br />reclaimed 78 MDW pads. Without evidence to suggest the contrary, source is <br />In Compliance. <br />II. The surface of the active working area of the coal refuse stockpiles shall be watered <br />as needed. Water shall be applied to any part of a refuse stockpile subject to <br />vehicular activity. <br />The source utilizes water as necessary to control emissions from refuse <br />stockpiles. In Compliance. <br />III. Unpaved haul roads shall be treated with chemical stabilizers per manufacturer's <br />recommendations, and watered as often as needed to control fugitive particulate <br />emissions. <br />The source applies chemical stabilizers to unpaved haul roads once per year, <br />and operates two water trucks to water roadways as often as necessary to <br />control emissions. In Compliance. <br />IV. Reclamation works and sequential extraction of material shall be initiated to keep the <br />total disturbed areas at any one time to a minimum. <br />Source reclaims MDWs and coal refuse piles as required, and has kept total <br />disturbed areas at any one time to a minimum. In Compliance. <br />Source is in compliance with the Control Measures referenced in this Condition. <br />6. This source shall be limited to a maximum production rate as listed below and all other <br />activities, operational rates and numbers of equipment as stated in the application. Daily <br />records of the actual production rate shall be maintained by the applicant and made <br />available to the Division for inspection upon request. (Reference: Regulation No. 3, Part <br />B, Section II.A.4.) <br />Total quantity of material (coal and refuse) handled shall not exceed 59,400 tons <br />per day and 8,500,000 tons per year. <br />The total quantity of refuse material shall not exceed 5,000 tons per day from the <br />Coal Prep Plant or 5,000 tons per day from the Reclaim Tower and 1,000,000 <br />tons per year. <br />Raw material stockpiles shall not exceed 5.1 acres. <br />Processed material stockpiles shall not exceed 4.8 acres. <br />2012 Air Pollution Inspection <br />0510015-INSP-2012.docx Page 13 of 30 <br />
