The following summarizes (on a daily basis) the activities carried out by CLII during the <br /> period Wednesday, August 16, 2017 through Saturday, August 19, 2017: <br /> Wednesday, Auqust 16, 2017: Initial activities focused on removal of the remaining <br /> geotextile drainage layer in its entirety, followed by identification and demarcation of areas <br /> requiring repair or replacement. Minor indentations where liner integrity remained intact <br /> were circled/marked with red spray paint; and areas where nicks, cuts, or full penetration <br /> of the primary (HDPE) liner were similarly identified and slated for either repair or <br /> replacement, as deemed appropriate by CLII. Liner cutting was initiated to enable <br /> placement of under patches of geocomposite clay liner. CLII retained sole responsibility <br /> for all aspects of repair or replacement, as overseen and/or authorized by VRI and/or its <br /> representative(s); however, VRI staff and/or representatives) were present at all times to <br /> provide assistance, when and as needed. <br /> Thursday, August 17, 2017: A total of 1,154 ft2 of geocomposite clay liner (the underliner <br /> component) were replaced on August 17, 2017, in addition to installation of 4,028 ft2 of <br /> replacement primary liner (60 mil HDPE) and extrusion of 74 linear ft. of leister welds. <br /> Weather conditions were noted to be 73°F and partly cloudy with winds at 10 mph for most <br /> of the day; however, rain and high winds (up to 25 mph)were encountered late afternoon, <br /> at which time all activities were terminated for the day. <br /> Friday, August 18, 2017: A total of 1,293 ft2 of geocomposite clay liner were replaced on <br /> August 18, 2018, in addition to 16 ft2 of replacement primary liner (60 mil HDPE)), 708 <br /> linear ft. of extrusion and 2,040 linear ft. of leister welds. Weather conditions were noted <br /> to be 70OF and sunny/clear with winds at 10 to 15 mph. <br /> Saturday, Auqust 19, 2017: A total of 17,460 ft2 of geocomposite clay liner were replaced <br /> on August 19, 2017, in addition to seven (7) repairs and 267 linear ft. of extrusion on the <br /> primary (60 mil HDPE) liner component. All repairs were completed by 10:30 am. <br /> Vacuum-box testing was initiated at 8:30 am and continued to 1:30 pm; all tests achieved <br /> "pass" requirements. Geotextile (the topmost non-woven geotextile component) was <br /> deployed at 10:30 am and completed by 5:45 pm over the entirety of the lined area and <br /> anchored into the above-described "dedicated" anchor trench, and the trench backfilled. <br /> A final completion inspection was completed on Tuesday, August 22, 2017 by VRI's <br /> retained Colorado Registered Professional Engineer. <br /> A photographic compilation of removal action oversight and inspection as pertaining to the <br /> activities associated with removal of the "non-authorized materials" and the subsequent <br /> liner repair and/or replacement activities is provided as Attachment 11: Photographic <br /> Record. <br /> 6 <br />
