NORWEST
COR POR A T ION
Lawrence D. Henchel
Vice President Geologic Services
October 17, 2017
RECEIVED
OGI 10 209
DIVISION OF REa MATION,
MINMAMPMW
File No. 794-2
Ms. Camille Mojar
Board Secretary
Mined Land Reclamation Board of
The Colorado Division of Reclamation, Mining and Safety
1313 Sherman Street, Room 215
Denver, CO 80203
Dear Ms. Mojar,
Norwest Corporation (Norwest) is again writing on behalf of our
client, Total E&P USA Oil Shale LLC (Total), regarding the
Notice of Intent to Conduct Prospecting Operations (NOI) held by
Total. Norwest and Total respectfully request that the Mined Land
Reclamation Board (MLRB) and the Colorado Division of
Reclamation, Mining and Safety (CDRMS) act to reinstate NOI P-
2014-022 that was revoked May 15, 2017. At that time, the MLRB
imposed corrective action requiring the submittal of all past due
reports, maps and fees required under the terms and conditions of
the NOI, as well as imposing a civil penalty of $4,400.
Total has paid the fees for the 2016 and 2017 periods and filed
proof of continued financial warranty directly to CDRMS. Norwest
submitted the 2016 Annual Report and the Permanent
Abandonment Final Report for all seven (7) drill holes and drill
Iocations on September 14, 2017. The 2017 Annual Report was
submitted to the CDRMS on September 20, 2017. Norwest is
enclosing a check in the amount of $4,400, on behalf of Total
against the civil penalty liability mentioned above. With this final
payment, it is our belief that all submittals, fees, and penalties have
been satisfied under the conditions of the NOI and the directions of
the MLRB.
The reinstatement of the NOI should permit the process of final
abandonment approval to begin, and Norwest has submitted the
final abandonment report and documentation to CDRMS. All
newly disturbed areas created during the 2015 exploration
activities have been reclaimed and vegetation re-established per
CDRMS regulations. It is sincerely hoped that the abandonment
request be approved, the NOI closed, and the bonding for the
project released.
American Plaza Ii 57 West 200 South, Suite 500 - Salt Lake City UT 84101 USA
Tel 801.539.0044 USA 800.288.0351 • Fax 801.539.0055 - www.norwastcorp.com
SALT LAKE CITY J CALGARY I DENVER !
