Casey Smith of Mountain Coal Company (MCC) accompanied the inspection. The weather was clear <br />and dry. The mine was active. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Ditch D5E-31below the MSB slump had been maintained, although neither the slump nor the ditch had <br />yet been repaired. For the time being there is no impact to the hydrologic balance (and given that the location is <br />well within the disturbance boundary and will report to a sediment pond, offsite impacts are not a realistic <br />concern). The operator indicated that the headscarp area would be regraded to drain and the toe would be laid <br />back slightly before the winter. A minor revision application will also soon be submitted to add a culvert upstream <br />of the slump toe to divert the ditch flows under the road to the north (to culvert C5E-23) and away from the ditch <br />along the slump toe. <br />No ponds were holding significant volumes of water relative to their design capacity. <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> At the time of the inspection the longwall was in panel E7. The mine plan map was not checked, so the <br />precise location of mining equipment was not recorded. <br />The following permitting actions were in progress: <br /> RN-7, which was found complete on February 1, 2016. The decision due date has been extended to <br />October 31, 2017. <br /> MR-424, which was found complete on September 14, 2017. It was approved and issued on September 19. <br /> MR-425, which was found complete on September 20, 2017. It was approved and issued on September 20.
