Introduction• <br /> Transit Mix Concrete Co. is proposing to construct a new crushed stone aggregate quarry in El <br /> Paso County, located approximately 15 miles south of downtown Colorado Springs. The site is <br /> located approximately 2 miles west of Colorado Highway 115 in the vicinity of Little Turkey <br /> Creek. The proposed quarry will develop approximately 399 acres of the 1,432 acre parcel <br /> known as Hitch Rack Ranch. <br /> Purpose: <br /> Prior to any explosive work beginning at Hitch Rack Ranch Quarry,this blasting plan has been <br /> developed which outlines the procedures and methods that will be used for all blasting work. It is <br /> of utmost importance to Hitch Rack Ranch Quarry and Transit Mix Concrete Co. to complete all <br /> blasting activities safely and with minimal disruption. It is with this regard that only people who <br /> are trained and certified in the handling of explosives will be allowed to do so. Access to all <br /> working areas and particularly those within the impact radius of each blast will be strictly <br /> controlled. Only qualified personnel will be allowed to enter for the purpose of executing each <br /> blast. Details in this Blasting Plan are prepared in accordance with MSHA CFR 30 Part 56 <br /> Section 63: Control of blasting operations. <br /> Included in this plan are: <br /> • Licensed Blaster <br /> • Blast Pattern Design and Drilling <br /> • Types of Explosives Used <br /> • Storage of Explosives <br /> • Dates and Times of Blasting <br /> • Transportation of Explosives <br /> • Loading of Explosives <br /> • Signage <br /> • Communications <br /> • Blast Area Clearing and Firing Procedures <br /> • Post Blast Inspection Procedures <br /> • Misfire Procedures <br /> • Blast Monitoring Procedures <br /> Copies of this Blasting Plan will be kept on file in the following locations: <br /> • Hitch Rack Ranch Quarry Administration Office <br /> • Aggregates Manager <br /> • Safety DirectorThe initial Blast Plan is included as an appendix in the published mine <br /> permit and Hitch Rack Ranch Mine Operations Plan. If changes to the Blast Plan are <br /> needed, the current Blast Plan will be amended in the locations listed above. <br /> Date Revised: 07/14/2017 <br />
