' o Transit Mix Concrete Co.
Safety and Health Admiration (MSHA) ground control plan. Additional details related to slope
stability can be found in Exhibit 6.5.
(b) Detailed Earthmoving Operations
Phase I-Mining
During Phase I, mining will begin in the pit outlined on Figure C-4. Prior to mining, the access
road will be constructed and a temporary, portable plant installed in the pit area. In conjunction
with contemporaneous reclamation, as further described below, the affected area will be
increased as mining progresses to avoid having large areas of disturbance prior to mining activity
commencing. Prior to disturbance, all available topsoil will be removed and stockpiled in TS1,
TS2, and TS3 or in piles along the access road.
Mining will begin on the east side of the Quarry area and will progress north and west to establish
the plant/facilities area. After the topsoil has been removed and stockpiled, drilling and blasting
will begin at the top of the Quarry and proceed downward in benches to remove the competent
granite and diabase. Overburden will be removed and hauled to stockpile F1 as shown in Figure
C-4. The blasted granite and diabase material will be removed with loaders and crushed and
screened to appropriate sizes using the portable plant located in the pit area. Fines generated
from the processing will be hauled to stockpile F1.
During Phase I the maximum highwall height is elevation 7,240 feet and the minimum pit floor
depth is elevation 6,940 feet for a total pit depth of 300 feet.
Table D-3 illustrates the affected areas during Phase I associated with mining areas, the plant,
roads, topsoil stockpiles, and the overburden/fines stockpile. The category of "Mining Related
Area" accounts for the area between the affected areas and the affected lands boundary.
Disturbances are not planned for these areas, but they may be affected to construct water
management features, perimeter fence, two-track roads, etc.
Phase I-Reclamation
Affected areas adjacent to the access road will be reclaimed immediately following construction
of the road and during Phase I to maximize and encourage available wildlife habitat and minimize
overall disturbance to the land and visual impact. These activities will include placing six inches
of topsoil on the regraded surface and seeded with the seed mix provided in Table E-3. Affected
areas adjacent to the access road is not shown as reclaimed in Figure C-4 to present the
topography in these areas.
Phase II-Mining
Hitch Rack Ranch Quarry Permit Application
October 3,2017 D-8
