o Transit Mix Concrete Co.
surface and ground water to establish baseline conditions at the site. Transit Mix
will coordinate with the State Engineer to mitigate impacts to groundwater and
ensure that impacts, if any, to the prevailing hydrologic balance of the surrounding
area are similarly minimized.
Geologic: Transit Mix completed three subsurface drilling programs and field mapping of the
Ranch property to evaluate geologic, geotechnical, and hydrogeologic conditions
and to confirm that the resource was of sufficient quality to serve as high quality
construction aggregate. Core from the drilling programs was evaluated by
professional geologists and determined to be free of environmentally detrimental
minerals.
Geotechnical: Transit Mix used information gained through the drilling programs, laboratory
testing, and from "down-hole" geophysical testing in the design of the mine and pit
slopes to allow for safe and stable conditions over the life of the Quarry and
beyond.
Conclusions
Transit Mix has diligently researched the regulatory requirements and best management practices
necessary for successful development of the proposed Quarry, conscientiously evaluated the
Ranch property with special attention to environmental and ecological impacts, and carefully
prepared a comprehensive design that addresses expressed concerns while preserving the long-
term economic viability of the development.
Approval of this application will allow Transit Mix to support its long-standing business in the
County with a secure and economic source of raw materials while simultaneously allowing Transit
Mix to decommission and reclaim the Pikeview and Snyder Quarries ahead of schedule for the
benefit of the County and the Colorado Springs community. In doing so, the company will be well
positioned to continue its support of the growing local community with high quality, economic
construction products.
Transit Mix has been a constructive member of the local community for over seventy years. We
care about our neighbors who are also our customers, vendors and employees. This application
represents our intent to develop productive, well-designed and high-quality operations that meet
rigorous modern standards and protect the well-being of the land, resources, and community.
Hitch Rack Ranch Quarry Permit Application
October 3,2017 xiii
