Randall, Executive Director | Virginia Brannon, Director <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />RE: Trapper Mining, Inc., Permit C-1981-010 <br /> Quarter 3 2017- Horse Gulch Fill Quarterly Inspection Report <br /> <br /> <br /> <br />Dear Ms. Perkins: <br /> <br /> <br />The Colorado Division of Reclamation, Mining, and Safety (CDRMS) has reviewed and found the <br />above referenced report to be in general compliance with the following CDRMS regulations: <br /> <br />4.09.1(11)(a) Inspected at least quarterly by a registered engineer, or other qualified professional <br />specialist in construction of earth and rockfill embankments under the direction of a <br />qualified engineer throughout the construction. <br /> <br />The certified report covers the first quarter monitoring period from January to March of 2017, and the <br />inspections were conducted by yourself, a certified engineer on 23 March 2017. <br /> <br />4.09.1(11)(b) Provide to the Division a certified report within 2 weeks after each inspection that <br />the fill has been constructed as specified in the design approved by the Division. The <br />report shall include a description of any appearances of instability, structural <br />weakness, and other hazardous conditions. <br /> <br />The inspection was conducted on 27 September 2017. The Division received the report on 6 October <br />2017. No instability, structural weakness, or other hazardous conditions were noted during this <br />inspection of the fill. The area where cracks were detected on the top south portion of the fill during <br />the first quarter of 2013 was inspected and no additional cracking was observed. Other areas were <br />differential settling has been observed in the past were also inspected. The south side showed no <br />additional settling. The spots above the 7350’ elevation where in 2013 some settling occurred showed <br />no additional settling at this inspectoin. The spring discovered during the third quarter of 2011 was <br />not flowing at the time of the inspection and the area was dry <br />12 October 2017 <br /> <br />Tonia M.
